Question CPU and case fans still run after shutdown

Yesterday when I shutdown my PC, it shutdown normally, but I then noticed the CPU and case fans never stopped running. My screen goes black after I shutdown and my monitor says no input found that indicates the PC has shutdown. The wierd thing is that as soon as the PC has shutdown the fans start to spin full speed and you can hear the sudden increase in speed. They normally run in idling speeds when the PC is on.
I noticed that my GPU (GTX 1070) fans does not continue to spin when I shutdown, but the LEDs of the GPU stays on as well as every other LEDs in the case after I shutdown.
I then have to turn off the PSU at the back of the computer and then everything goes off

When I turn my PSU on again, the LEDs come and they have always done that, but the CPU fan and only one of the case fans also start to spin. These 2 fans are connected to my motherboard
The other fans that has not started to spin is connected directly to my PSU.
GPU fans also does not start to spin.

If I then turn on my PC with the power on button the other fans start to spin and the PC boots up normally

Before this happened when I shutdown my PC all the fans stopped spinning and only the LEDs stayed on
Before this event when I turned on the PSU the CPU fan would start to spin for 1 sec and then stop.
And weirdly my GPU LEDs would also turn on and then turn off with the CPU fan
Now it starts to spin and doesn't stop

I haven't made any changes to any settings on my PC or installed a new program to trigger this event. It just started to happen.
Should this be something I should be concerned of?

Note: Fast Startup is already disabled

I would suspect psu and mobo mainly mobo causing backfeed
