CPU and CPU cooler recommendations

I'm trying to plan for a Pc build and I've been going back and forth between the Ryzen 5 1600 and the 1600x. I thought about getting the 1600x and buying the Cooler Master Hyper Evo 212 or the Cryorig H7. But then I've read reviews that the 1600 is way more worth it than the 1600x based on value. So now I'm thinking about getting the 1600 but then I don't know if the stock cooler, Wraith Spire is any good.

Basically I need recommendations on like which cpu to get and if I do choose the 1600 is the Spire any good. Just any advice will do. Btw I'm not planning on doing any overclocking.
Cpu Cooler Budget would ideally be around 30-40 USD.

While you're here too rate my build and give advice on changes or anything:
CPU: Ryzen 5 1600 or 1600x or some cpu around the price range of 200-230 USD.

The 1600 and 1600x are basically the same CPU, except one is clocked out of the factory faster than the other (3.2 vs 3.6 GHz). If you overclock a Ryzen 5 1600 to 3.6...
The stock cooler is actually pretty good on the 1600, and can handle moderate overclocking (up to 3.5-3.6 GHz). Aftermarket coolers are pretty much only necessary if you're going past that. The 1600 is definitely the best way to go.

If you are going to overclock farther than say 3.5GHz then something like a Scythe Mugen Max, Cooler Master Masterair Pro4, or Noctua NH-U9DX I4 are your best options, with the Noctua being the best of them.
 


Mkay also how would you compare the 1600 and the 1600x? And would you recommend any other cpus around the same price range?
 

The 1600 and 1600x are basically the same CPU, except one is clocked out of the factory faster than the other (3.2 vs 3.6 GHz). If you overclock a Ryzen 5 1600 to 3.6 GHz, it is equivalent to a Ryzen 5 1600X at stock speeds. The 1600X CPUs are binned *SLIGHTLY* better than the 1600 CPUs, but overclocking always varies.

Essentially they are the same chip except one comes out of the box faster than the other. Overclocking them to the same speed makes them equivalent.

For that price, the 1600 is the best you can get. 8th gen Intel is more expensive simply because the motherboards are far more expensive (not even to mention the fact that they are always out of stock).
