CPU and DRAM problem, Motherboard USB and HDMI outlets aren't working

So I'm a complete newbie to building computers, having no prior experience. I built a computer with a friend who knew how and when I finished, (I finished after friend left) I turned on the tower and the monitor and booted it up to be presented with the diagnostics screen that shows everything is in working order. I leave the monitor and tower on in order to go order an optical drive and operating system (as I didn't have any) I come back around 40 minutes later to see the diagnostics screen having a red fuzz and the monitor is frozen. Clicking the mouse or pressing on the keyboard didn't do anything, so I turned the whole tower off and on. The fans and LED from the motherboard are working but my monitor isn't recieving a signal, my keyboard and mouse are off (I can tell because they are supposed to have a back light) and they are all connected to the motherboard outputs. I don't know if one or more of my parts aren't working and I don't have much computer knowledge to help me out. Can someone please help me here? Thank You!!!

Update - there's a light that signals that there was something wrong with the CPU and DRAM, just don't what exactly or if it correlates with the motherboard problem.
