CPU and GPU combo under RS. 30000

I am building a new PC and would like to know the best combination of CPU(Intel) and GPU (NVIDIA) so that their total price is under Rs. 30000($480).I currently have 2 choices-
1. i5 4440(rs. 11300) + GTX 960 2GB (rs.18000) total=29,300
2. i5 4670 (Rs. 16000) + GTX 660 2GB (Rs. 13000) total=29000.
Which combination is best or is there any other combination better than these two.
I will use this PC for developing android apps and for heavy gaming as well.
Any help will be appreciated.

Bro, the cost of Gtx 970 in India is around Rs.35000 alone so it is not possible.Moreover i5 4690k + gtx 960 will cost around 37000.

If the PC is primarily for gaming, the 4440/960 combo will give you better performance.

I5 4690k with r9 270x is good choice and fx 6300 with r9 280x would be great choice

I think the first combination is the best. i5 4440 is best for budget and gaming. It can handle all recent games and can handle future games very easily. GTX 960 Graphics card can play games for next 3 years probably at 1080p resolution and best with 768p resolution. It has latest architecture and the main thing is they are directx 12 compatible. It is able to play COD Ghost and COD Advanced warfare and BF4 at 1080p resolution with high-ultra settings at 40+ FPS easily. Get that. Get zotac AMP edition 2 that just have recommended. It has highest clock speed and it is factory overclocked, you do not need to overclock. It will give best performance. After the release of some updates with directx 12, the graphics card will give much more performance that it giving now. Get gtx 960 with that CPU. If you can give a little more then I will suggest the Zotac GTX 960 AMP edition 2 because it has highest base clock frequency that is 1266 MHz and has a memory of 7010 MHz with a better cooling system.
