[SOLVED] CPU and GPU dipps on a laptop

So i have a laptop

CPU: I7 6500U 2.5GHZ
RAM: 12GB 1x4GB 1x8GB
GPU: AMD Radeon™ R5 M430 (2 GB DDR3 )
OS: Windows 10 64bit

I had been playing games on this crappy laptop for the last 2 months all fine didnt have any frame drops or anything just a smooth capped 30 FPS no matter what i was doing, but lately it started acting up and I started getting random CPU and GPU dipping i have searched everywhere for a fix but nothing solves my issue was wondering if anyone could guide me on fixing this. (I know is not the best thing to game on but it was running fine as i said)

Everything is up to date on drivers and windows update so thats not the issue

I have already tried changing to maximum performance on battery settings, tweaking the settings to set the minimum cpu power to 100%, I already cleaned the inside of the cooling system and it runs fine.
but no matter what i do it still dipps

it sometimes happens while just watching videos on youtube or twitch, it looks like it happens when the gpu starts getting heavily used.

Ok so after looking for a fix i finally got one and got rid of the stupid throttling turns out that the cpu was getting power throttle because of a manufacturers power limit throttling.

I noticed this when i stumbled upon a video of undervolting your cpu to make it run smoother and cooler which i thought would help me it did but it just made the dipps a little bit less frequent which wasnt much help.

I did this by using the intel extreme tuning utility going to advanced and lowering the voltage your cpu is receiving until you crash or BSOD it seems like a lot of people do this with laptops which i wasnt aware about, well in the end this helped but only a little bit but what i noticed was that while benchmarking on the intel utility a...
First of all what are your temps, temps can cause throttling under load.
If that's fine you can try going back to factory/legacy drivers. Maybe go to manufacturer's site sometimes they have custom drivers for your laptop.
around 70C while running games on both the CPU and GPU according to HWMonitor
the max it reached was 79

After researching about power throttling i found a useful video that instructed me to set the Turbo Boost Short Power Max (left) to the same value of Turbo Boost Power Max (right) in my case it was 15w that literally solved it.

If that didnt work though they said turning off turbo boosting in the BIOS would surely solve it i didn't have to go to that extent.

What I understood was that the power limit of the cpu set by the manufacturer was 15w and when it was under a lot of load it would try to reach 25w (The old value of the Turbo Boost Short Power Max) and that in turn sucked power from the GPU and they both dipped as was shown on my first post, at least thats what I seem to understand from my experience.

So in summary
Download the Intel Extreme Tuning Utility run a benchmark and if you get power throttling on the logs like I did set the Turbo Boost Short Power Max (left) to the same value of Turbo Boost Power Max (right) in my case it was 15w and it's solved if that doesnt work just disable turbo boosting intel technology from the BIOS.
