Question CPU and GPU fan won't turn on when starting PC

I've got a problem when I connect the 8-pin CPU cable into the motherboard, and my PC won't start up. I've tried taking out the cable and starting it up and it works fine (albeit the graphics card fan isn't spinning).

I suspect it to be the power supply, which is a Corsair CX 750M that someone in my building was throwing out. Everything else starts up, the CPU fan, the PC fan, the lights on the motherboard.

My question is, will I have to bust out my wallet and buy a new power supply, or can I somehow salvage this?

CX are crappy power supplies brand new, there’s a reason someone was throwing it out lol.
