CPU and GPU not working at 100% while gaming, lower fps than expected

Hi guys, I have noticed that while gaming, neither my CPU nor my GPU are working at 100%, yet I'm getting lower fps than expected. I've attached some screenshots below:

Could this be a CPU bottleneck? So far I've only tested Attila Total War and Dishonored 2. I was getting terrible frame rates in Attila with both CPU and GPU utilization below 70%. I've chalked it up to bad engine optimization, but it seems I'm having the same issue with Dishonored 2, although CPU usage is certainly higher but still below 100%.

Settings are all ultra on 1080p.


Here are my specs:

GPU: Asus 1080ti Strix

CPU: i5 6600k 4.4 Ghz OC

RAM: 8 GB DDR4 2400mhz

PSU: EVGA SuperNOVA G3 750w


I've acquired the 1080ti recently and replaced my old rx 480, wiped the old AMD drivers and installed the latest Nvidia one. Did not reinstall my OS.

I'm dumbstruck, how can the game drop below 40 fps when neither the gpu or the cpu are anywhere near max load.

Sure, I get that, but the CPU is not maxed either. It's OC'ed at 4.4 Ghz @1.25v.

 
So, disabling paging file makes my games hard crash. I guess there's definitely not enough RAM. Now that I think about it, I did notice occasional stutter and the games start to lag when there are many models on screen. I've ordered a 16 GB ram kit and will get back and post the result here for anyone else that has the same problem and happens to read this thread.
