Cpu and Gpu overclocking

I just recently built my computer and I've been having some problems with overclocking my cpu and gpu correctly. I don't know too much about overclocking but I've been overclocking both my cpu and gpu through amd catalyst control center. Here are the specs of my computer

fx-6300 processor overclocked to 4.0 ghz
hd 7870 ghz edition overclocked to 1150 mhz gpu and 1450 mhz memory clock
msi 970a g43 motherboard
8gb of ddr3 ram 2133
Rosewill BLACKHAWK Gaming ATX Mid Tower Computer Case
Cooler Master Hyper 212 Plus - CPU Cooler
psu cx600 corsair
1tb hdd and 120 gb ssd

Ever since I overclocked my cpu to 4.0 ghz from 3.76 ghz dota 2 has been glitching. It runs the game but it kind of skips around every ten seconds or so. All of my other games like call of duty ghosts run fine and even better with the overclock but dota 2 seems to run a lot better with 3.76 ghz. I have not messed with the voltage or anything because I'm too afraid to mess something up because I don't know exactly what I'm doing. Thanks in advance.
 
So I figured out the problem. I feel kind of stupid because I was overclocking my cpu through amd catalyst control and not the bios. I set my multiplier 19x215 mhz and now my clock speed is 4.09 ghz. Should I go higher or leave at that speed because I'm pretty happy with the results and I don't want to ruin any of my components from overclocking too much.
