Question Cpu and gpu performing below expectation

So when i built my pc i started user benchmark and i remember it said everything was working like intended. Later on i tried ocing my ryzen 5 2600 to like 4ghz but didnt like the results in games, temps were fine but fps didnt change much so i put it back to stock. Than i experienced some fps loss in overwatch but later i got my fps back it was probably game wise. So i run user benchmark to be sure and i see my ryzen 5 2600 and gtx 1660 ti working below expectation. Im thinking its probably something with cpu and the cpu is bottle necking the gpu. Im maybe wrong but here are the results on user benchmark. Temps are fine for both so its not that. I maybe did something in bios while trying to oc and forgot to put it back.

It says it works below expactations it said that of all people with same setup like mine 80 percent had better performance with ryzen and like 50 percent with gpu

oc is slower then standard.
check your cpu temp
full system spec? include make and model of the psu
