For the past few months I have been experiencing more and more PC stuttering and freezes. No matter which game i play i always have insane stuttering where my whole pc freezes. At the same time both CPU and GPU throttle.
Not only my game is stuttering but my whole PC. Framerate drops down to 10 - 30 fps and the sound does a weird BRRRRRR sound. I have no clue what this could be. It doesn' t matter what game I play.
I already checked the temperature and everything seems fine. Below 80 Degree. Benchmarks were made too and my CPU was a bit lower in points than the average.
Reinstalled everything and did a clean windows install. Still the same Problem. I even checked the fans and they do work fine. Checked and disabled the sound card but nothing.

Intel(R) Core(TM) i7-6700K CPU @ 4.00GHz
Geforce 1070 8 GB Vram
16 GB Ram
Motherboard: Gigabyte-GA-B250M-D3P-Intel-B250
