CPU and GPU usage correlation

Hello,

If you read my recent threads, you'll understand that I've been having issues with gaming, due to sporadic occurrences of second long frame rate drops and micro stuttering. There's a correlation between the frame rate drops, my GPU usage and my CPU usage. More specifically, my CPU and GPU usages usually drop simultaneously during gameplay.

My question is this. Could this indicate a CPU bottleneck? And also, could the drop in CPU usage mean that less data is being transferred to the GPU in that one moment in time, causing the GPU usage to drop too? Sorry if these are stupid questions to you experts.

I have an i5 4460 and a GTX 1050 Ti.

that i5 shouldnt be bottlnecking a 1050. and cpu usage doesnt drop when bottlenecking a gpu, it rises while gpu usage dips. it sounds like both components could be throttling. or perhaps you have some sort of malware/virus.

It's not throttling. Both CPU and GPU temperatures never go beyond 50 degrees at full load.

In fact, when I play Forza, my GPU usage dips and my CPU usages are at 70-80%.

Scanned my system with God knows how many antivirus programs, and nothing ever comes up.
