Cpu and gpu usage dropping intermittenly

Hello I have had an issue where my fps keeps dropping to like 10 for a few seconds, its been happening for a few weeks. My msi afterburner overlay shows that my cpu and gpu drop all the way down to less than > 10%. At first I thought it was my overclock on msi afterburner but I played games without it and it still happens. I only get this issue on Battlefield 4 and not Battlefield 3. As you can see they drop at exactly the same time.

I cant upgrade my current psu because the atx psus are too long, the card works fine for my other games
