CPU and GPU usage drops

Hi boys n girls, so my CPU and GPU loads are droping when i look around in different areas of a game(BF4) they jump from 98% load to 70~%(GPU) and 85-70~% (CPU) causing low fps.
my playing around with the settings i found out that when i change the mesh quality setting from ultra to low i gain fps and the load is stable high.Also i heard that mesh is CPU related so could it be a defect CPU? Tested it with Prime95 and nothing drops or crashes.

Samsung 250gb SSD
600w ocz psu

Newest Drivers, Bios, Unparked cores,Temperatures OK, i dont know man....

not all gaming videos are true and some could be faked

run 3dmark basic edtion (firestrike) and post the link which comes up at the end

Just to ask, you are playing at 1080p?
Your FPS is fine, however in the video I noticed that when you looked to the other side your FPS dropped and your GPU usage dropped, while CPU usage increased.
HOWEVER, in BF4 I even get big dips in frames. When Im running a single r9 290 and my CPU usage is high. The only reason for this could be that a certain element in the game is very CPU intensive. So will bring my GPU usage down in certain scenes as a game like BF4. Is both demanding on the CPU and GPU.
Your CPU is fine. Even though the CPU is not reading to be fully maxed out, I would go to BF4 being the limiting factor or another element of your system.

What you can try is disabling anti-virus programs or other programs while you're playing and see if that improves it. There will always be a bottleneck somewhere in your system, just that a game like BF4 likes to mix it up ;)
If you're using chrome to launch the multiplayer, once your game has loaded you can close it.

Another person with a similar problem, also found that some elements in Nvidia, caused his CPU to be a bottleneck.

I would also like to point out that your FPS is still pretty good, I get alot of frame variance in BF4.

Summary:
yes your CPU is technically a bottleneck, however it is not bad. Even upgrading to a later i5, I still get these problems.
You can try alleviate this, but as long as you are satisfied with your FPS you're good ;)
What you can also do it turn up MSAA to get your GPU working harder!

edit: A good example is, if I use both my 290's on BF4. I get 120fps at 1080p, but as soon as anything CPU intensive happens I am still slammed down to 60-70 fps.
