Question CPU and GPU usage low when playing games like Destiny 2

My GPU and CPU (and RAM) usage as been pretty low when playing Destiny 2. My CPU averages at around 27% and my GPU averages at around 23%. My RAM is a bit higher at an average of 40% just because Destiny 2 takes a bit of ram to run.

Does anyone have any solutions to fix this or knows why this happens? (It happens with other games like GTAV).
