CPU and GPU usage low while playing GTAV

Specs:

I7 4790
GTX 1060
8GB Ram

My CPU and GPU are around 50-60 % while playing, and I experience frame drops.

I play on high / very h settings, with all advanced options off and 2x msaa on 1080p.

I don't have any other heavy applications running in the background, just teamspeak.

Any comments will be appreciated.

What are your minimum, average, and maximum frame rates in a gaming session? Use MSI Afterburner and game for a half hour or so and report back with the chart graph numbers of each.
