Hello, in the following thread i am going to describe my issues with low CPU and GPU usage, as well as my system specifications in hope someone may help me. I will start with system specifications.
CPU: I3-8100
GPU: PNY GTX 1060 3gb
Motherboard: MSI z370 a-pro
RAM: 3 x 8GB corsair vengeance LPX RAM
Power supply: 500w EVGA bronze
OS: windows 10

I play CS-GO a lot. i play on the 16:9 aspect ratio at 1920x1080. i use all low settings but have experimented with higher settings. i have also tried lower resolutions but to no avail. my CPU usage seems to never go above 60-80% (almost always at 60-70% or lower). meanwhile my GPU is at 18-30% usage. I used MSI afterburner to get these numbers so i know they are correct. while getting this usage, i have been getting very low frame rates, especially in community servers. I'm talking like 70-130 fps MAX, almost always below 100. i have my cap set at 300, whereas i used to have it at 400, and it is not changing anything. i have a 144hz Acer monitor and i cant even get the frames necessary to benefit from it. I feel like if im not even approaching my max FPS my CPU should be nearing 100% usage, or at least having my GPU catch up to it. No graphics settings and no resolution changes seem to affect the frames. whether I'm on 3:4 1024x768, or 16:9 1920x1080 i still get the same, bad frames. I am looking for help as i have no idea what to do. i know my CPU must be bottle-necking me somehow, as it does in other areas on my computer, but at least in those times it reaches 100% usage. i have also checked the per core usage, and core 1/4 are usually 10% higher than cores 2/3, but still never above 75-80%. Any suggestions, explanations, or anything really is appreciated.
