Question CPU and GPU Usage weirdly low while gaming.

I've been having this for around a week now and it's been causing me performance issues I believe, I'm pretty sure it's because of a bottleneck that's why I ordered a new CPU and motherboard coming soon but if there is another way around it that would be nice for the mean time.

Any information would be helpful because I'm at a loss right now.
