CPU and GPU won't fully usage Sandy Bridge i7 2600 Gtx 1060

Hello all, I'm running JUST CAUSE 3 with my old PC
CPU: i7 2600 3.4GHZ
RAM: DDR3 8GB 1333MHZ
GPU: GTX 1060 3GB (Just Bought)

Either GPU and CPU won't run at 100% usage, I have already turn off VSYNC
Sometime GPU at 99% and minute later it going down. Could anybody let me know what wrong? Is the CPU too old to run the game?

No, the cpu is fine and is a good pairing with a gtx 1060.
It's probably bad optimization. Though you could try to lower the settings and see if that improves your fps, that way you can see if your cpu bottlenecks.

try increasing resolution, if the GPU usage goes up then the CPU is probably struggling to handle the frames being produced by the GPU.

But like hdgaming said, it's most likley just the game not being optimised properly.

I already run at very high setting available at 1080p, I realize that whenever i reach the town in the game (FPS drop both CPU & GPU not at 100%) while outside town GPU is at 99%
 
The reason you're not seeing your CPU hit 100% is that not all games can make good use of 8 hardware threads. Just as an example, a game that runs on one thread only could have CPU-limited framerates while only showing 12.5% utilization on your CPU (100/8 = 12.5).
