Cpu and mobo issues

My gaming rig worked flawlessly for months until new years of this year it would not turn on. It would blink when powered on for a millisecond. So I called corsair and got a new replacement of the one I had cx850. Well I took all my hardware out as in my 2 1080s TIs hybrids and memory and cpu, also the cmos battery and just let it sit with no power going to it. So after hooking everything back up it still does the same thing it only stays on a millisecond, no fan spinning.. Nothing, not even beep/post. I know my psu is fine its brand new after the fact that corsair sent me a new one. The new cx850 is fine I've tested it with a multimeter and tried it on a different mobo. Well the weird thing is on my msi 990fxa-gaming mobo is when I take my cpu out (fx8350) it would power on.. Fans and liquid cooling and all. Just for diagnostic purposes only. But when I put the cpu in, it would do the same thing and only power a millisecond hence no fan spins just a blink of light from my liquid cooler.

Any help would be appreciated I've done this for 13 years and it's my 9th gaming rig and never had any problems in the past I could not fix, but fix is going to make my head explode.

I normally don't ask for help but I've never had this issue..if I can't get it I have a threadripper cpu I just need to get a mobo and ram if no avail.
 




try to breadboard it and boot with minimum parts see if you can get to the bios

 
I've checked the pins and even took a small card and went down each row to make sure they weren't bent.. I do notice it's hard to put it back in the socket I do not force it. If my mobo were dead wouldn't it not power up the fans/ liquid cooler?
 
Could I try without the cpu installed and plug in something to make sure Its not dead.. I just got the board a few months ago from msi bc my old msi board wouldn't post
