Hello,
i have a Intel® Desktop Board DP45SG (http://ark.intel.com/products/34683/Intel-Desktop-Board-DP45SG) and a Intel® Core™2 Quad Processor Q8400. (http://ark.intel.com/products/spec/SLGT6)

I'm trying to build a NAS system, but at the moment i'm trying to just get the motherboard working to where i can install the os.

Since the mobo doesn't have on board video i purchased a Generic PCI VGA Video Card and tested it.

For ram i have munchkin 1333 8gb.

the problem i'm having is that when powered on, the fans start for a few seconds, then stop, then start and stay on. other than that the led light is on. it doesn't beep or show anything on the display.

I have tested with multiple psu. I dont have other ram to test but its relatively new. I have tested with a HDD attached and without as well.

Is the mobo bad? Possibly the processor?

Solution
have you reset the bios?
remove the RAM from the board and try to power it on it should beep at you. if you cannot get any beep codes the board may indeed be dead.

Resetting bios as in coms, Yes. Tried without ram and still no beeps.

Thanks. May have to give up on the spare parts project.

if you cannot force a beep code it is usually a dead board.
