CPU and Motherboards temperature conflict

Hello, now I don't know what's the problem everything is plugged in how it should by motherboards manual CPU Cooler goes into 4pin SYSTEM_FAN and Chassis Cooler goes into 3pin CHS_Cooler when I go to bios the temperature is shown correctly (CPU 32c and Mobo 20c) but when I load windows and check my temperature with speccy or msi after burner it shows that my cpu is rockin' at 22c while my mobo at 40+c.

What could be the problem?
 


It's a poorly designed board. See those two blue things? Aluminum heatsinks. Now take a look around your CPU. Any heatsinks? Those areas get pretty warm especially during gaming or other full load. Take a look at this motherboard

That board's well made with quality heatsinks where it's needed. You have a budget motherboard and you are witnessing the effects of cut corners.

How many apps have you used to see that temperature? HwMonitor? Open Hardware monitor?
 


Hwmonitor, Speccy, RivaTuner, realtemp, amd overdrive.
All show the same thing CPU is at 30c while motherboard is around 40ish.
