CPU and PSU fans turning on and off

Hey guys
I am building pc for the first time.
I have
GA H110m S2 mobo
G4560 Intel 7th gen
450 W PSU
And I want to know if the bios of my mobo is updated to F20 or not
Because my processor is 7th gen.
So I want to ask that if I pair this cpu with the mobo and if the bios is not updated will the heatsink fan run or it will do nothing at all
Because when I paired the cpu with mobo then both cpu and psu fans start running for 5-6 secs and then turn off and again turn on.
So is this because the bios is not updated or is there something wrong with cpu pins or mobo socket pins?

Bent pins on CPU socket can cause almost any kind of issue, so can't guarantee you did not mess anything :) But actually that you can check yourself by removing CPU and looking at socket. Since updating BIOS requires using CPU that is supported by current BIOS, you'll need to remove CPU anyway.
Now, there are three ways to solve wrong BIOS version problem:
-if you have access to SkyLake CPU, you can use it to boot the board and update BIOS yourself
-if you don't have it, you can find a comp shop that can update board for you, usually for a fee
-or if you can return the motherboard, you can do so and buy a board that supports KabyLake natively, which is any board with B250, H270 or Z270 chipset.

Solution
Ohk I can arrange a sky lake processor so I will try to update bios myself ..

But one thing more.
I touched the back side of the cpu
And I think there is oil stain or something in it .
Will it run OK or I have to clean it
Or what should I use to clean it ?
