Cpu and Ram not fully used why

hey guys i have great problm with my ram and cpu

i have installed ddr3 ram 6gb on my pc but only 3gb is in use rest is not being used i have windows 8.1 it shows commited memory = 6gb
and same is with cpu core 2 duo e8400
speed is 3.00ghz
but only 1.80 ghz is used
guys pls find me a solution as soon as possible
i have tried disabling onboard graphics and also msconfig what to do guys pls help me

just the os will never use all the ram, its programed to only use a certain amount. i have 16 gb and it uses about 3 gb, most games it will go up to 8, the only time ive seen ram maxed is converting videos

Is it 64 bit? Disable speedstep in the BIOS to fix the speed of the CPU

What do you mean by used? In a specific program/game or it doesn't show what your components are capable of? Open run > dxdiag > System and show a picture.

sorry i forgot to mention cpu, it could be throttling because of temps. blow dust out and maybe repaste, thats an older cpu and paste may need to be redone

oh sorry, it sounded like it showed 6 gb but only using 3 gb of the 6 take one stick out and see what happens, then put just the other in and try different ram slots as well. if 2 different size sticks are in the same channel it may cause that too. try moving one slot over

Its showing 6GB ram in the picture, about the clock speeds of processor I think its the way it should be but I will still check my old E4500 and see how it shows there.
