Cpu and ram not running at stock speed!!

Hey guys

I have some trouble with my cpu and ram. My cpu is amd fx 6300 and its stock speed is 3.5ghz. Instead my cpu is running at 1.5ghz. My ram stock speed runs at 1866mhz. My ram is crosair vengeance and instead its runing at 1333mhz. I have restset my bios to default but still nothing. Please help asap.

my pc specs.

Mobo: asus m5a97 LE R2.0
Ram: crosair vengeance 8gb 1866mhz
Cpu: amd fx 6300
Psu: crosair tx750m
Graphics card: gigabyte 660ti oc
Cpu cooler: zalman cnps14x
Hardrive: 1tb
 
Resetting your bios won't help the ram - your motherboard defaults to 1333MHz. Go into the bios and set the XMP profile for it.

As for the processor, do you have any form of power saving options turned on in the bios? Most likely your CPU isn't running at load, and is downclocking itself to save power. Try running a stress test like prime 95 and see if the clock speed increases as it should.
 
First make sure your bios is at least 1006 or higher to support your cpu. Most likely it's not the bios version, but cool-and-quiet, the power saving mechanism of amd, that lowers the frequency when there is no load on the cpu. For the ram you may need to activate DRAM OC Profile in bios.
 
Let's try again: In bios goto the AI Tweaker menu / AI Overclocker Tuner and select the DRAM O.C. Profile for your ram.
The cpu frequency is dynamic and will be automatically adjusted to the cpu load. When running a stress test like Prime, it goes up, when there is nothing to do, it goes down.
