Question CPU and Smooth FPS in general and gaming ?

Hello Tomshardware awesome ppl
Well my problem is about FPS Smooth not about low fps ok , i'm getting 60 fps and more in general and gaming
But everything was very smooth even when im moving my cursor on my screen i was feeling how much it so smooth like 60 fps never drops 1 frame high end games low end games everything was awesome
till i've updated my bios and changed my windows version💫
Now i've random highly cpu usage by nothing in my task manger
All games random lag like slow motion for few secs
I've tried to change my windows and downgrade and upgrade all bios versions for my MB with default settings..
bought new double cooler master cpu fan and changed thermal paste for CPU and GPU too
some people said i've to change my HDD so i've got samsung evo 970 plus 500 MB and seagate barracuda 2TB
Tried all Nvidia controls etc
None of the above fixed😭😭

1600X900 AND IT WAS WORKING FINE ON ULTRA NOW EVEN ON LOWEST ITS BAD
