Question CPU at a constant 100% no matter what's running ?

ive done some looking into this but cant find out whats the exact cause.
ive come to a somewhat conclusion of a software issue where the "processes" tab is showing 100%
and the "Details" tab is showing a different outcome (see below)

im pretty sure its not a hardware issue as i was working fine with these specs just a month ago

SPECS:
CPU: 17-11700f
GPU: GALAX GEFORCE GTX 1660 6GB
RAM: Kingston FURY 32GB DDR4 3200 MHz
DRIVES: 1TB m.2 (forget the brand, its also not full)
1tb HDD Seagate Barracuda (200GB Free)

have you looked in safe mode?

Try a clean boot and see if it changes anything - make sure to read instructions and make sure NOT to disable any microsoft services or windows won't load right - https://support.microsoft.com/en-au/help/929135/how-to-perform-a-clean-boot-in-windows
It doesn’t delete anything, it just stops non Microsoft programs running with start. Easy to reverse.
if clean boot fixes it, it shows its likely a startup program. You should, over a number of startups. restart the programs you stopped to isolate the one that is to blame.

tried updating chipset drivers?

updated windows?

right click start
choose terminal (admin)
if it doesn't open as powershell, select the drop down arrow in title row and pick from list
copy/paste this command into window:
Repair-WindowsImage -Online -RestoreHealth
and press enter
Then type SFC /scannow
and press enter

Restart PC if SFC fixes any files as some fixes require a restart to be implemented
First command repairs the files SFC uses to clean files, and SFC fixes system files
