Before you start looking at fixing it, make sure you're getting the correct reporting on it. Depending on the tool you're using, you may not be getting accurate numbers.
I wouldn't say it's dangerous but I assume it can't be when it's under any sort of load
maybe check the thermal conductivity between the cpu and your cooler
