CPU automatically overclocking

So until I reinstalled my OS on a SSD my temps where 100% fine but when I did, I noticed it was gettting really hot and loud so I fired up Core temp and I saw that my temps were idling at 68 and when I was watching a youtube vid it was 75 C. I also saw that the frequency of my CPU was at 3.8-4.2 Ghz. How do I stop it automatically overclocking?
 
Solution
If the CPU gets that hot under light loads, there must be an issue with the HSF installation. Either not mounted right, too much air trapped in the thermal paste or not enough thermal paste.

There is nothing in task manager it will be at 10% and still be around 70 C
