The Opti 755 has a 95W CPU limit. There were 2 Q6600. The B3 stepping SL9UM was 105W, the G0 SLACR is 95W.
There is a tapemod to reach 3GHz. The 2nd photo.

But there are much better options.available. The Q6600 is 28%, OC 3GHz 35%, Q9650 40% CPU score.

I haven't looked at the USFF before. So I can't be positive about compatability. There are no expansion slots for GPU.
Dell in the Opti 760 made 2 different MB. One for 65W 2 cores, and another for 95W quads. It's possible that it only supports 65W CPUs.
It's hard to tell with Dell. My Opti 380 was only sold 2 core,4GB and can run X5460 120W...

If it only supports 65W CPUs there are still options. Q9550S (pricey though), and Q9505S sometimes $20. 65W Quads, and both faster than an OC Q6600.
The same BSEL tape mod works on the E7500 to go 3.66Ghz 2 core.
Be careful on the 4GB RAM. It will probaly work just fine since it's more related to the chipset.. But Dells require low density x64 RAM. Most 4GB DDR2 RAM is high density. You will probably find that 4GB DDR2 low density is very rare and very expensive. 4GB x64 more common in ECC server RAM. Some people say they have run ECC and the computer just ignores the extra chip. But I have no reports on the Opti 755 USFF. Your on your own to a large extent with that system.
