Question CPU base speed

I just have a question. My CPU is
Intel(R) Core(TM) i5-8250U CPU @ 1.60GHZ

The cpu clock speed always stays at 1.60GHz even though my base speed is 1.80GHz. I though in balance mode it will try to keep it at base speed? And what is the @1.60GHz anyway? And is there anyway to increase my base speed too? Thank you alot.

Thanks for replying, I got the base frequency from task manager. But in Inte's website, it also says 1.60GHz

Brah. In the QuickCPU applicaton it also says 1.80 for base speed.
