I got a fairly low cpu bench mark on cine r15 at 729 when the usual i7 6700s hit 836, is there a way to fix this or is it just silicon lottery?

It is likely that perhaps a few are running elevated RAM speeds and with good timings...

(Additionally, perhaps an MCE enabled mainboard by Asus or Gigabyte might be able to cheat a tad with an all-core turbo of 4.0 GHz, vice the factory single core spec.....)

The silicon lottery is mainly applied to cpu unlocked and alludes to its possibility of overclock. Intel's blocked CPUs like yours could (if they were unlocked) run much faster than Intel's block allows, so you have to take for granted the stock speeds.

Check:
Turbo boost and hyperthreading are enabled.
Open the task manager and make sure there are no background processes that interfere with the test.

Note:
Do not be overwhelmed with benchmarks, they are not important. What matters is your experience with the PC in real life.
Do not trust everything that is published on the internet about benchmarks achieved.
