Question CPU boost behaviour is just weird help me please

am normally a ryzen 5 3500 desktop user but i have a laptop with a intel i5 8250U, and as of late the laptop is not crossing its base clock of 1.6Ghz at max performance mode and plugged in charger, first i thought it was an issue of thermal throttling but when i checked the temps i noticed that even while running cinebench single core the clocks would still stay at 1.58 Ghz and the teps were about 67-70 degrees which is not a level it should be throttling at so please help me

It sounds like it could be a power plan issue, you mentioned that even on the charger it performs below the base clock, but have you actually verified your power plan settings?

Also are you able to get into the laptop's BIOS? Could it be undervolted?

Yes the power plan is set to maximum performance and the bios has no Voltage control capabilities, atleast nothing the user can change
