Question Cpu boosting higher than set in bios

Slowly working my way up to a 4.5ghz OC, but the cpu is boosting higher than the 4.4ghz I set to 4.7ghz.
I thought HWINFO was bugging out on me or something, so I've opened and closed the app a few times - an update became available, so I did that, but no change.
Bios was also recently updated, but unfortunately, this clears any profiles that I've saved. So, I attempted to change the settings back on memory alone... and likely changed something I didn't need to.

Current bios settings:
XMP profile enabled - 3466 @ 16-18-18-38 - 1.35V(doing it manually doesn't change anything, so I left it as is.)
Cpu strap: 100
Base clock: 100
Enhanced multi-core performance: disabled
Sync all cores: 44 @ 1.125V
Avx offset: 3
Avx 512 offset: 5
Cache clock: 27(default) @ 0.800V
LLC: Level 5(out of 8)
Input voltage: 1.85V
Cpu current limit: 140%
Dram current limit: 130%
Speedstep: disabled
Speedshift: disabled
Autonomous C-state control: disabled

EDIT: That pic is 6hrs into Realbench stress test. The results have been like this for the last few days of testing, and it's yet to crash, and I'm pretty sure I need at least 1.20V for a 4.7ghz OC.
It runs normally when idling. Gonna try a few games and see if it does the same.

Turbo boost is still enabled, otherwise it'd be running at 3.6ghz.

EDIT: Ok. Some games did it too, but it didn't boost as high, only 4.5ghz

I'm going to take another long look into bios...

Another Edit: Pcie link speed @ 8Gt/s is the only thing that really stuck out, and everything else appears to be normal.
I can only assume this is from the recent bios update? The cpu manages to stay under 80C when it hits 4.7, and it has yet to crash after doing up to 8hr stress tests the last few days.
I'll keep doing tests for a few more days, and if nothing changes, I'll just let it be.
