Depends on what you mean. One will always bottleneck the other or your framerates would be infinitely high, but there simply isn't a better gaming CPU, so...

Sounds like in GTA V you are CPU bottlenecked, but there isn't a faster CPU out there for gaming. As I said before, either CPU or GPU will always bottleneck the other, the point is to get your framerates sufficiently high.
