Question CPU bottleneck in Watch Dogs Legion

Hello there, I have recently been playing watch dogs legion, and have noticed that my cpu usage is around 70% while my gpu usage is around 70-75%. Even with all that I still get around 80-90 fps. Its stuttery as hell though. Found out that using dx12 is better than dx11. This is just the optimization from ubisoft correct? Or is it just my hardware? This is the only game that is happening.

Specs:

RTX 3070 FE

Ryzen 5 3600 (4.2ghz)

DDR4 16GB (3600mhz) Ram

1440p 165hz Monitor

MSI b550 Gaming Plus MOBO

if your other games of the same caliber graphics and post-processing do not suffer the same issue(s) then it is more than likely just bad optimization of the game itself.

Is the stuttering a problem regardless if you use DX12 or DX11, or only if you use DX11?

stuttering for both, it’s worse in dx11
