CPU Bottleneck issues

Hello there I have been running the same setup for about 8 months now and all of the sudden my CPU is bottlenecking my GPU and I don't know what is causing it. If anyone might know why it will help a lot.
GPU: Geforce Gtx 960 2gb
CPU: intel i5 4460
Ram: 8gb ddr3
PSU: XFX 550w
Motherboard: Asus b85m-g
HDD: 1 tb Western Blue 7200 rpm

An i5 4450 shouldn't bottleneck a GTX 960. May I ask why you think its being bottlenecked?

There's no bottleneck there, what seems to be your issue?
If you're running a really CPU intensive game like Arma or BF1 you'll see a little bit of stuttering due to the i5s limitations in thread count. This isn't bottlenecking, but rather simply the limits of an i5 chip due to its lower thread count.

Well I was testing my Usages with RTSS and the Total CPU usage was about 90% and the GPU usage was about 70%

I am noticing a lot of little FPS spikes while playing overwatch and my GPU usage is around 70% while my CPU is around 90%

CPU usage doesn't necessarily indicate a bottleneck, neither the does GPU usage in this case.
A bottleneck is where performance of one is being throttled, say if you had a dual core and a 1080 Ti, the CPU would be limiting the GPU.
You're perfectly fine.

That is the only thing I can think of that would cause me fps drops

Overwatch.

Are we talking around 10-15 FPS loss spikes? That's normal, all games will have that.
As long as you're not going down to slideshow frame rates for seconds at a time you're fine.

Obvious CPU bottleneck is obvious. Prove this by making the bottleneck worse by lowering clock speed even more. You'll see the FPS drop even more as the CPU chokes on the game code.

Its not normal because it never used to do that for 8 months and now it does all of the sudden

I'm telling ya, it is normal.
You might have has V-Sync off or something prior, I have a 7700k and still get that, all games have more intensive scenarios.

I'm pretty sure my GPU isn't supposed to be using only 70%. Do you know any way I can fix that?

Nooo, I told you, that's not how it works, the only time either will be 100% is in stress tests, it might get very high in intensive games, but it will almost NEVER hit 100%.
Just because it's 70% doesn't mean it's not performing as well as it can.

I'm confused because my fps used to be stable but all of the sudden it starts to have fps drops?
