CPU bottleneck ?

CPU : core 2 duo E6850 @ 3.0 Ghxz
GPU:550 ti
4 gb ddr2 ram
500w PSU
I noticed that when i play nfs rivals and some other games my cpu is 99 or 98% in use i get terrible FPS . Is this do to cpu bottleneck. I am planing to upgrade to 8320 and 8gb ram , and hope that will eliminate cpu bottleneck if there is any.
NOTE I am playing on1280x1024 60 HZ monitor maybe planing to upgrade to 1080p but that's another thread i posted , if intrested go here: http://www.tomshardware.co.uk/answers/id-2046782/performance-loss-1080p-upgrade.html

So it seems that your gpu can do more. 30-45% is kinda significant. The card is taking it easy, doing almost half the work, just because it doesnt have any...

If you gonna upgrade then sure, that 8320 will solve all your problems (well from then you could see your cards full potential, so you can then decide whether it will suffice you for now, or do you really need a better card at this point in time)... basically starting from fx 6300 or a low end i5 will have no bottlenecks what so ever even with new video cards.

with a 550ti i would think with that cpu any bottlenecks would be very slight.
more likely it will be the game as it isnt particularly well written. even with a quad core the game stumbles.
there are things you can do to test to see if you have a bottleneck oc the cpu if the fps jumps then your cpu is the issue.
increase the quality settings. if the fps stays the same or can even cause the minimum fps to increase normally means gpu bottlenck either cause by a weak cpu or a running a powerful card on a small screen.
upgrading to the 8320 is worthy regardless as it will allow smoother interaction all round.
 

Just tested CPu usage 99% while playing gpu 50-65, sometimes dips to 70%

a gpu thats stuck at 50% usage max is bottlencking badly. yours is going up to 70 so its bottlencking slightly. bump the cpu to 3.3 if you have the cooling and you should be ok till you get a new cpu...
yes your gpu is getting on but its not completely useless so that can wait especially if your not gonna change your screen..
