Hey so I got a new EVGA Nvidia Gforce gtx 660 graphics card and when I go to play battlefield 3 my fps is 20-30 (Would like it to be much higher)

My graphics card isn't very hot and the fan speed is at 32% (Not under much stress?)
But my CPU (AMD Athlon x3 440 3.00Ghz) is at almost 100% usage.
So my question to you is, If I were to upgrade to a new CPU would it allow my graphics card to reach higher fps and allow it to run better?
computer specs:
Motherboard: ASUS M3A78-EM
Processor: Athlon x3 440 3.00Ghz
Graphics card: EVGA Nvidia gforce gtx 660
RAM: 5 Gigs ddr2
Monitor: 1400x900

Another thing I found peculiar is that when I run battlefield 3 on ultra is has almost an identical FPS as when I run it on medium-low graphics settings
