Question CPU Bottleneck?

Hi all,
Just curious as to a CPU bottlenecking the GPU.
From my understanding if the GPU is at 98-100 load then the cpu isnt the problem
Temps arnt an issue CPU average 30-40C and GPU 55C
16 gig DDR3

Im running a FX8350 at 4.21ghz and a RX580 8gig
a lot of games im only getting 25-35 fps at med to high setting
Most of these games the CPU load is 70-90% and the GPU 95-100%

Eveything ive read the RX580 is a great 1080p card and should be at least pulling 60fps+
Now I was thinking of purchasing a second hand ryzen 3 2200g as an interim while i build a complete new system, but second guessing myself if this will help with more fps

I think this is driver issue try uninstalling your gpu driver using ddu and download drivers from amd site using manual detect not auto and when you are installing use custom setting not express

and like remixisland said if you want to upgrade go with ryzen 1600 at least it's 120$ now in amazon

Current motherboard is the Asus crosshair V
Drivers should be up to date as I've recently downloaded some via the Radeon program.

Regarding building the new pc
It'll be a based on the Ryzen 3 and the x570 boards the 2200 was just an upgrade "for now" on the current pc

I will try redoing the drivers tonight and see what happens
