I Wanted To Ask If A AMD Fx phenom ii x4 965 Bottleneck A GTX 1060 6gb Or 980ti 6gb.
I MIGHT Get the Phenom Because Of A Killer Deal. (75$ With Mobo).

Yes, any AMD CPU line will bottleneck a 1060 except the new Ryzen series. The general rule in building computers is to avoid AMD processors older than Ryzen.

If youre tight with money youd be best finding an older, used I5 for cheap and never have to deal with the hardships of CPU bottlenecking. Ive seen some crazy low prices on ebay for I5 3*** and I5 4*** series processors.

The Xeon x5660 is a server CPU. Though it is POSSIBLE to use server hardware in a gaming computer, it is strongly NOT recommended as you need special RAM, cpu coolers and other things that will not be fun to deal with.

Like I mentioned, your best bet is to go on something like Ebay and look for used i5s. I can easily grab one in an auction or something for under $150 bucks, sometimes as low as $100.
Anything in the i5 4*** series or i5 3*** series will do much better than the AMD one you asked about. Just make sure its a trusted seller and the description says its working.

Possibly. The Xeon X5660 is an old Westmere-based CPU. Its closest analog (both in speed & cores) is the i7-970 (just slightly faster in base/Turbo speeds), which is a 3rd-tier CPU (http://www.tomshardware.com/reviews/cpu-hierarchy,4312.html)...which puts it in the same tier as AMD's fastest Phenom II CPUs (& their fastest 4- and 6-core FX CPUs), or Intels's Sandy Bridge to Skylake-based Core i3 CPUs.

That being said, whether you'll actually notice any performance issues will depend on a) what resolution you're playing at, b) what games you're playing, & c) what else you need to buy to get the system up & running (i.e. RAM, motherboard, etc). Unless we're talking about the most recent AAA titles at 1440p or higher resolutions, you'll probably be OK with either the Phenom or this Xeon CPU.

I Will Be Playing At 1080p.
Is The Phenim Good Enough For That??
And An i5 3 or 4 series goes about 200 In Pakistan So I Don't Think I'm Going To Buy That. The Only Ones You Can Get For Cheap Are *ODD BALL* CPUs Which Alot Of People Don't Know About (unlike i5).
Also Should I Save My Money And Just Buy A 1050ti So It Can Complement The Cpu Better And Cause Less Bottlenecks

Here is where you have to weigh the options.

1) What is available in Pakistan
If you can't get it, you can't get it.
2) Upgradeability
If you put money into a new or used Phenom system you will run into the problem that you need to then replace nearly everything in order to upgrade. If you are okay with than you can save some money now but have to spend more on a regular basis.
3) Used or New?
Used systems can be cheaper, but at a certain point you will spend more on locating older parts to match the system Server equipment can be a nice alternative, but again, you might find yourself needing a replacement proprietary component that might be difficult to locate a second time.
If you buy into a new platform, you can then upgrade parts of it without having to replace everything. Why I like AMD right now: 4C all the way to 8C/16T on the same platform with newer chips likely available in the future.
4) Do you have any components that you can re-use now, like DDR3, that can make up a significant price difference, but I still think it is better to invest in DDR4 at this point.

Check your retailers out and see if they are carrying Ryzen or the new AM4 Athlons. An alternative to that would be Intel's Pentium G4560 and a cheap motherboard, about as fast, and gives you an upgrade path to an i7.

either R3 1200 / or the newest athlon x4 950 if u're on a tight budget
it'll be the starting rig to open up the upgrade path toward Ryzen 7

u can also opt with your choice of picking 1050ti to complement and balance your build

for the old i5s, r u sure there's no cheap prebuild in your country? try to find a mid-tower prebuild with i5 and 8 GB ram, u can just replace the PSU and u should have a pretty capable rig already :)

the CPU is pretty good, however, that mobo is a H-series, which is pretty sad, considering the CPU is unlocked, u will not be able to OC it unless u change the mobo later on

i think it's a pretty good deal, considering the CPU is a K, and u get 8 GB RAM, finding that kind of build with that kind of price is pretty hard in my country after all

since it can't be OCed because of the mobo, the 1060 should be fine, for the 980ti, there might be slight bottleneck [especially on CPU intensive games], but overall it should be fine :)
