CPU Bottlenecking GPU?

So I'm not sure if my CPU is actually reducing my graphics card's full capabilities, as I believe the graphics card is capable of running high enough frames on games such as cs:go.

Processor: Intel core 2 duo e6750 2.66 GHz 2.67 Ghz
Graphics Card: Nvidia geforce 9800 gt

If it is bottlenecking, how should/how do I fix it?

CS:GO is very CPU-heavy.
What do you mean with higher frames, what are your current FPS?
Have you tried different "tricks", to optimize the game. (i.e console/lowering settings/launch options?)

My current FPS is around 40-50, sometimes dipping to a low 25-30. My settings are all the lowest I can make it without it looking like trash, but also having decent fps. So basically all low settings.

Try putting these in your launch options; -novid -high -threads 2

Do you have a second hand monitor, which you can view your CPU utilization?

I am sorry man, but i really just think your setup is outdated, and you should not expect more FPS than what you're getting.
If you are able to play with it, I would lower your resolution, in CS:GO the pros does it for higher FPS and easier to spot/aim at the enemy.

Anything you'd recommend for a fairly cheap upgrade
 


It's a fairly balanced system from a decade ago. Your system is performing as expected.

If you can find a 750 Ti for $100 or less I would upgrade to that card. The 1050 Ti would be my next suggestion.

No, it's on the bottom end of minimum requirements so it's technically okay but obviously not meeting the OP's needs. A complete overhaul is necessary.
