Question CPU buzzing - harmless?

Hey! I've got an almost factory new build with Intel 10700F and ASUS B460-F.
My cooling isn't stock, but it isn't high-end either. I'm also running with a 650W PSU and a 3060Ti.

When I just had gotten the build - I had a buzzing which was inconsistent and also present when idling. I "solved" this by turning off C-states.

But a few days later, the buzzing is back - and now it's directly connected to load and clock speed.
The buzzing seems to occur whenever my CPU clocks above base speed, and it's definitely coming from the CPU area (not GPU/PSU).

Turning off turbo mode is so far the only thing that helps.

I have included a video that shows a form of "ticking" whilst under medium load - and the buzzing which occurs when I tab up a game and load increases.

I'm mainly looking for confirmation that my components are functioning correctly, and that this is not harmful. I really don't mind the sound - which is quite vague. Although I would of course also love to get rid of it and hear any advices on things to try.

Make and model of the PSU? What cooler are you working with? Are you sure the buzzing is coming from the CPU and not the motherboard's VRM area or even the PSU or the back of the GPU?

CPU fan: Cooler Master Hyper H411R
PSU: Corsair TX650M, 650W

It's definitely possible the buzzing originates from the motherboard. But it's definitely located at the CPU area. Stress tests on GPU/CPU isolated, so far haven't caused the buzzing. However combining CPU+GPU seems to cause it.

I might add that my CPU is undervolted 100mV and PL raised from 65W to 90-100, depending on my mood.
But revoking these changes doesn't remove the buzzing.

I could also add that I had a major bug with the motherboard in the beginning, which caused one core to idle at 100% usage.
I fixed this by turning on Firebolt support in BIOS, then deactivating the device in windows devices.

You and me both brother. I just bought a hp probook 6470b and its buzzin like a mudda whattah. I put an intel i7 3740qm in it, which i believe is a pretty good processor. I think in my situation its just buzzing cuz my probook cant handle the awesomeness of the i7 processor. Just wait it out man, maybe you can make like a little song to the buzzing noise. Im just keeping my fingers crossed and hoping my probook doesnt die. I reccommend you do the same. Just pray.
