CPU Causing bootloop?

I have a pretty old PC running on the LGA775 chipset I can't remember what CPU it is but it is 2.66 GHz Quad Core, every time I turn it on it goes into a boot loop the only times it doesn't go into a boot loop is when the cpu is taken out or when the cpu power cable is not plugged in, with the old LGA775 motherboard I had every time I tried to turn it on it came up with a blue screen which read IRQL_NOT_LESS_OR_EQUAL. I was wondering if this is a CPU problem which to me it looks like it highly is or if it is something else?

Edit: I have removed the thermal past from the CPU and it says Intel Q9400s on it
 


It doesn't get to the BIOS I push the power button the fans start up "CPU PSU and GPU" and then it turns off and restarts the process.
 
I am thinking it is probably not worth fixing.

Just to confirm that when you power on while holding the 'delete' key you don't get to BIOS.

Try re-seating your RAM.

The fact that you are seeing TEXT IRQL_NOT_LESS_OR_EQUAL means that the CPU has done something and has detected a hardware error.
So possibly RAM or motherboard.

 


that blue screen was on the old motherboard and the new motherboard only boot loops when power is going to the CPU so I think it is MOBO if what you think is correct
