CPU causing machine to stall

Hi everyone!

So, I put together a computer back in August and no problems at all when using it on the daily. Come to this month of February, I am encountering Windows 10 stalling on startup and whenever running any application. In my attempt to resolve this issue, I checked the memory and hard drive for errors and nothing came up. I also did a fresh install of Windows, which helped for a bit, but stalling persisted with usage.

One thing I did notice though is the heatsink/fan for the CPU will eventually start running full blast in attempt to keep the CPU cool; To me this is where I think the problem is coming from. I lowered the RPMs of the CPU fan to normal speed(3500 out of 7000RPM), which then dramatically increased the heat from about 35 Celsius to upper 55 Celsius.

My question being is it possible that the CPU with use is causing the computer to Stall and eventually not respond at all? Any thoughts or questions are more than welcomed!

Performance of CPU itself doesn't drop with use but overheating will temporarily slow it down. Fan speed increases with heat and slowing it down just makes it worse.
My guess is that you should change TIM paste between processor and cooler.
