CPU/Chipset Over heating

So to start off, here are my specs:

GPU: GTX 750 TI
CPU: AMD FX-4350 Vishera
MOBO: ASUS M5A97 LE R2.0
RAM: 8GB

I've been having some issues the past 2 days. Normally I have my computer downstairs in the living room, but two days ago I decided to move it upstairs to my room. It's much hotter in my room. The CPU fan was working much more than it was before, which I expected because of the temperature differences. Basically if I didn't have the CPU fan running at 90% or more (which is like 6k RPM), my PC would crash if I was running a game. So then I got an h80i liquid cooler and installed it, but I noticed that my performance still wasn't good. Normally I get 60 FPS on GTA V with my current settings, but now I'm getting around 40 FPS even with V-Sync off. When I looked into it, I found out that my CPU actually wasn't hot at all. Turns out it was actually the chipset, it's burning hot to the touch. My monitor says that is 41 Celsius but I think that's an inaccurate temperature reading, it feels MUCH hotter than that. I've had my PC up here before and my chipset has NEVER been that hot. I got the latest chipset drivers but that still didn't do anything.

Can anyone offer some insight as to what the hell is going on?
