CPU Clock Multiplier question

Hello, i have an i7 8700 non k which runs quite hot, 40 degrees Celsius idle and 70 degrees celcius when gaming. I noticed that if i cap cpu clock multiplier to its base speed (3.2 GHz), it lowered down temps while gaming, from 70 degrees, i went down 55 degrees max. Is there an adverse effect on capping cpu clock speed multiplier by 32(3.2 GHz)?

I have an Auros H370 Gaming 3, GTX 1080 WIndforce from Gigabyte, 2666MHZ 2 x 8g Ram T-force delta
