CPU clock speed fluctuating ?

i7 6800k with water cooling
the clock speed in Cam software and also in CPUZ is fluctuating between 1199 to 3397MHZ when IDLE !
temps are normal
load is normal
why is the clock speed fluctuating ?
DOES this has something to do with Intel speed technology ?

Change your power settings in Windows. Go to Settings/System/Power & Sleep/Additional Power Settings/Show Additional Plans/High Performance.

The clock speed will fluctuate based on load. At idle it will run much lower clock speed and voltage to save on power and temperatures. Under load it will go to advertised speeds or a little faster due to Turbo Boost. High performance option in Windows helps a lot with this.

That's completely normal. It's just Intel SpeedStep switching both the voltage and frequency in response to processor load.

Even at idle there are background processes going on, which may cause your CPU frequency to jump up here and there.

but even at idle ? i mean isnt the clock speed TOO high for background processes ? (1199 to 3000mhz ? ) is this kind of clock speed normal ?
