Cpu clock speed jumping

Hello,

can someone tell me what is causing my xeon x5660 (4.0ghz stable overclock) to jump from 2119mhz to 4240mhz?

i'm not that good with bios, but heres pictures of how my bios is configured. did i overlook some settings?

please let me know what to change.

Try to use other software to see CPU speed, like AIDA64.You can run strest test there and under statistics you can see your CPU frequency min avg and max.
Have you enabled the OC on all cores?
I know a few motherboards i've used in the past, mainly AsRock ones and one cheap Z series MSI board have had per core OCing enabled, and they were very fiddly to work with.
Alternatively it could be that those cores can't handle that OC at a stable rate, so they revert back to stock.
Very strange case.

Yeah it is strange because it goes to 2.6ghz, meaning it underclocks? it also spikes to 4.2ghz, but it is set to 4.0ghz.

with extreme tuning utility i did a small stress test: http://imgur.com/nnYK6ZK
it passed the test and everything looks fine to me, 6 cores running at 4ghz. temps are good too, around C50+-

could the spikes be caused by a faulty psu? or maybe just bad readings?

Cpu cooler: Cm hyper 412S
Ram: 3x4gb 1600mhz corsair vengeance
Case: Fractal design r5
Gpu: (temporary) radeon hd 4670
