CPU Clock speed stays at minimum when stressing

I have performance troubles with my Dell XPS 15 (Intel Core i7-6700HQ @ 2.60 GHz). When I stress my computer (with prime or any heavy MATLAB code), the clock speed of all processors stay at the minimum of 800 MHz. It also influences performance for some basic tasks (internet surfing, ...).

I already checked my enery status, did a bios update, disabled the Intel Speedstep, did the Intel Processor Diagnosis test (no errors), Dell Diagnostics test (no errors), ...

Is there someone who has a clue of what could be going on (maybe it is more of a Windows problem?)?
 
My windows power profile is set to "high performance", but changing it doesn't help. I also noticed on the "Open hardware monitor" that the maximum clock speed is set to 798 MHz.
