Question CPU clock speed stuck at 0.78

My laptop is dell e7440 i5 4th gen. The clock speed stuck at 0.78 and make my laptop un useable what should i do now?

Check your power saving plan and see if maximum processor state is set to 100%

I tried everything but seems useless. I also check the plans and processor state is already at 100%
